Abstract


To build an internet integrated National Land Information System (NLIS) for achieving the e-government administrative goal, and promoting the development of civil geographic information industry improving national competitiveness, all administrative agencies proactively build up the relevant databases of national geographic information. Basing on the principle of map resources sharing for providing government agencies and civil organizations’ various value-added applications, the National Land Surveying and Mapping Center, Ministry of the Interior (hereinafter referred to as the NLSC) established the Taiwan Electronic Map (Taiwan e-Map). It was originally designed as a nation-wide, common, consistent and regularly updated electronic map to meet the most public needs. The completion of the Taiwan e-Map was in the year of 2011. With characteristics of high precision and fast update, it comprises data layers of basic spatial geographic information which are of most frequently used for people’s livelihood. The Taiwan e-Map contains both the latest ortho-image and vector layer data including road, railway, water system, administrative boundary, block area, building, landmark, control point, and address. It offers the needs for the applications on disaster protection and rescuing, transportation, water conservancy, economic planning, tourism, academic research, commercial analysis, and other value-added uses.

Supported with the convenience of internet, the Taiwan e-Map Query System has been built up since July 2011(system website: http://emap.nlsc.gov.tw/gis103/). Visitors can browse the interested location and different layers in the query system free of charge on one hand, and are allowed to feedback the variations of the current status online on the other hand.  For improving the Taiwan e-Map performance efficiency and providing the other core and basic map data established and stored by the NLSC, National Land Surveying and Mapping Information Web Map Service System (hereinafter referred to as Web Map Service System) has been built up and officially put into operation on December 7th, 2012 (system website: http://maps.nlsc.gov.tw). Keeping pace with the trend of Open Data, the NLSC has provided the Web Map Service (WMS) and Web Map Tile Service (WMTS) meeting the OGC (Open Geospatial Consortium) standard on June 13th and August 30th, 2013 separately. Users can access freely without the need for registration or application. With excellent efficiency, Taiwan e-Map Query System also adopted the WMTS of Web Map Service System. The key services and techniques of National Land Surveying and Mapping Information Web Map Service System will be presented in this paper.
