Development of EEW Application (App) and Warning Device for Public Protection

Abstract


We develop an Earthquake Early Warning application and a warning device for providing the fast alert before the shaking strikes ones’ location. Taiwan lies in highly active region of earthquakes where is a part of circum-Pacific seismic belt, known as plate-motion boundary. From 1990, the Seismological Center of Central Weather Bureau (CWB) established a dense seismic network to detect earthquakes. In 2014, critical information of earthquake early warning (EEW) was provided by CWB. The predicted shaking level and available warning time related to an earthquake could be expected at specific location. To combine the earthquake science from the Sinotech and the software technology from the KNY Co., an application (App) of a software program was designed to perform EEW function. An App was developed to inform a few seconds of warning directly for the public once an EEW report is announced. In addition, the EEW information also can be performed on the warning device which we developed for housing. Even a few seconds of warning, it is enable to start protective actions for public citizens before the arrival of strong motion. Examples include schoolchildren to implement the action of drop, cover, and hold on, public to turn off stoves and gas, drivers to safely stop and leave vehicles and personnel move to safe locations. In this case, the public-private partnership (PPP) is implemented perfectly. With education of earthquake warning response, mitigation for seismic hazard can be put into practice more efficiently and easily.
